Baseline Reopening Guidance

and Distilleries
Effective Date: July 31, 2020
This guidance applies to:
• Umatilla County
48 Hour Transition Period for Reopening Rollbacks:
In circumstances where a county is moved from Phase Two or Phase One status back to
Baseline Status, the following modifications to the Baseline Requirements will be in effect for
the first 48 hours after the effective date and time of that change in status (the "48 hour
Transition Period"):
1. Notwithstanding the baseline prohibition on dine-in service for restaurants, bars,
breweries, brewpubs, wineries, tasting rooms and distilleries; restaurants, bars,
breweries, brewpubs, wineries, tasting rooms and distilleries may offer dine-in service
during the 48-hour Transition Period if:
a. the dine-in service occurs in outdoor areas only, and
b. the restaurant, bar, brewery, brewpub, winery, tasting room and distillery
otherwise complies with the Phase One restaurant guidance.
